[With the sudden pirate takeover and the sudden, tragic deaths of the crew, the second week of the Starfield Penitentiary rehabilitation project is off to a rough start. After Price's call for parlay with the pirate captain, he was not seen for the remainder of Saturday but around 10 pm it is his calm but tense voice that makes the time announcement.

They're not an inherent part of the structure, so the rule might not apply. It's stated criteria covers "life-support systems and other functions of the penitentiary" - unless they fall under something akin to security now that they're here, they aren't technically vital to our continued survival.
And even if they do, "modify" in Rule 6-A is in quotation marks. Theoretically, you could make a case for whatever you intend on doing to get around it - but that would require Blaze-san to be... open to such things.

And speaking of that. [ She tilts her head, thinking. ] It might help to know what makes these things tick in the long run. Furthermore, anything metallic or... mm, robotic, I suppose?
