[After the reveal of their handsome and well-dressed but stern-looking Overseer on Sunday, the Champions were left to their own devices in investigating the mall to their hearts' content. At around 10 pm every night the lights in all the shops will go down and the sturdy metal grates over the doors of the restaurants will go down. The stores will remain unlocked, though.
On Monday morning, a buzzing alarm chirps at them again from their PIPs at 7 am on the dot. There's also a pop-up message waiting for them: a notice announcing Xander will be holding office hours

...I suppose we'll have to see if there's a way to work with that. I know the value in understanding your enemy. Blind hatred doesn't help. [He's more reminding himself there than anything else.] I suppose it's his employers who are the true enemy here anyway.

Yes. You do have to know your enemy, after all. Especially when conventional tactics [i.e. kicking their ass] aren't possible.

...It's a shame the rules prevent us from hurting him. In my experience, there's no better way to get to know someone than fighting them.

I cannot say my experience has been the same... but Sir Xander himself is responsible for punishing infractions, is he not? Perhaps, if he were to willingly engage you, he would overlook any injuries that resulted.
