It's the intergalactic standard that's been in place for thousands of years. There was initially some debate - but, you know, it was hard to get intergalactic TV started without a standard way to process time slots. Even then? The biggest network is InterGal 7, which services seven different galaxies.

See, there's four quarterns in a Marlax, 16 Marlaxes in a Prolithe, and 256 Prolithes in an intergalactic month.
